Candles and candle holders are both in the top 5 most popular products in ProductIP’s database. That is why we decided to share the following news with you, although anti-dumping measures are not directly related to product compliance.
Initiation
On 19 December 2024, the EU initiated an anti-dumping proceeding concerning imports of candles originating in the PRC (Notice C/2024/7459). This initiation followed a complaint lodged on 4 November 2024 by a representative group of the European candle producing industry.
Registration
Regulation (EU) 2025/511 required that custom authorities register imports of candles coming from China. This special registration was started on 21 March 2025 and applied to articles classified with CN Code 3406 00 00 „candles, tapers and the like“. The registration was part of the investigation to determine whether candles imported from China are being dumped on the EU market, damaging the European candle industry.
The registration has ended now as the investigation reached its initial conclusion.
Conclusion
After an extensive investigation, communication with interested parties, and verification of all information, the Commission concluded that the dumped imports cause damage to the European industry.
It has now published the 53-pages long, implementing Regulation (EU) 2025/1732 introducing a provisional anti-dumping duty on imports of candles.
The provisional anti-dumping duties have been set at:
- 10,6% for Ningbo Kwung’s Home Interior & Gift Co., Ltd.,
- 70,9% for Ningbo Kwung’s Wisdom Art & Design Co., Ltd.,
- 70,9% for Anhui Fenyuan Aromatic Technology Co., Ltd.,
- 57,5% for Qingdao Kingking Applied Chemistry Co., Ltd.
- 55,5% for other cooperating companies listed in the annex to the regulation and
- 70,9% for all other imports originating in China.
Deadlines
The Regulation entered directly into force on August 14, 2025. The current duties are provisional and may be amended at a later stage.
Interested parties now have 5 calendar days to request a hearing and 15 calendar days to submit their written comments on this regulation.
Anti-dumping explained
The European Commission is responsible for investigating dumping claims and imposing measures. Dumping means that a product is exported to the EU at a price lower than the price as sold on the home market or based on actual costs. Protection against dumping is laid down in Regulation (EU) 2016/1036.
